DALLAS, May 29, 2025 – enCore Energy Corp. (NASDAQ:EU | TSXV:EU), America’s Clean Energy Company, announced the approval of the Upper Spring Creek In-Situ Recovery Uranium Project in the existing Radioactive Materials License from the Texas Commission on Environmental Quality. This license allows enCore to handle radioactive materials, including uranium. The license, which now includes the Upper Spring Creek Project’s Brown Area, permits the construction of wellfields and a Satellite Ion Exchange Plant to commence, feeding the Rosita ISR Uranium Central Processing Plant. These modular and relocatable plants are integral for cost-effective uranium extraction. The license is scheduled for renewal in 2032, contingent on compliance. enCore’s Executive Chairman, William M. Sheriff, highlighted the efficiency of the Texas Commission and the strategic advantage of being an Agreement State with the U.S. Nuclear Regulatory Commission. Construction activities are underway, with the Satellite IX Plant concrete pad construction planned to start soon. enCore now holds two licenses in Texas, including the Alta Mesa ISR Uranium Project. The TCEQ, part of the NRC’s Agreement State Program, regulates radioactive materials, including uranium production.

About the Upper Spring Creek ISR Uranium Project: Owned entirely by enCore, it is a planned Satellite IX Plant operation for the Rosita CPP. The project was acquired in December 2020 and is located in the historic Clay West uranium district. The uranium mineralized sands associated with the project lie within the Oakville Formation, stretching across South Texas. The mineralized ore body occurs at depths between 300 and 450 feet from the surface.
